I built and used a tool to link (not compile) open source libraries into shareable images on Alpha and Itanium easily.
Among others, It can generate vector files, generate upward compatible vectorfiles when supplied an older version, use a UNIX style map file to exactly pinpoint the vectors to be defined, or generate vectors based on a list or wildcard.
Prerequisites for use: DCL, DEC C compiler, on fairly recent VMS (>= 7.3-2 seems a good guess) either Alpha or Itanium.
I used it for libssh2, libcurl, libz, libidn, libharu, polarssl and a few others (none supplied).
